Village of Bluffton - Regular meeting May 28, 2019 at 7:00 p.m.

 

Mayor Johnson presiding. Messrs: Cupples, Sehlhorst, Steiner, Talavinia, Stahl and Kingsley present. 

 

Cupples motioned, seconded by Stahl, to approve the minutes from the regular council meeting held on May 13, 2019.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Steiner motioned, seconded by Talavinia, to approve the bills as presented.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

The fiscal officer gave the following readings:

 

1st Reading:

Ordinance 04-19 -  An Ordinance permitting the sale of four properties currently owned by the Village of Bluffton.  Steiner asked for an explanation of the reserve for these properties as well as the flood plain ordinance.  The Solicitor advised advertising in the local newspaper once per week for five weeks and accepting sealed bids.  Sehlhorst motioned to approve the reading, seconded by Cupples.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Resolution 16-19 – A Resolution authorizing the Village of Bluffton to enter into a contract with the former Fiscal Officer for her to continue to provide services on a weekly basis until a new fiscal officer can be hired.  Discussion was had if the rate of $750 includes any other benefits.  The Village Solicitor stated that it was a flat rate with no other benefits.  Kingsley motioned to suspend the rules, seconded by Cupples.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved.  Steiner motioned to adopt the Resolution, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Village Administrator requested approval for hiring Kyler Kinn as a lifeguard for the 2019 pool season.  Stahl motioned to hire the Kyler Kinn as a lifeguard for the 2019 pool season, seconded by Sehlhorst.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Sehlhorst motioned for the Village to participate in the National Night Out on August 6, 2019 and to include free admission that day to the Village pool, seconded by Stahl.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Talavinia motioned, seconded by Steiner to hold an executive session to discuss personnel and property acquisitions and to include the Mayor, Council members, Solicitor, Administrator and Assistant Administrator.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Kingsley motioned to adjourn the executive session. 

 

Kingsley motioned to hire Kyle Swank and Kyle Hardy at $16 per hour to the Village’s pubic work’s department in accordance with the Village hiring procedure and background check, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Sehlhorst, Kingsley, Stahl and Talavinia.  No (0), Abstain (0), motion approved. 

 

Stahl motioned to adjourn the regular council meeting.
