Village of Bluffton - Regular meeting January 28, 2019 at 7:00pm.

 

Mayor Johnson presiding. Messrs: Cupples, Kingsley, Sehlhorst, Stahl, Steiner and Talavinia present. 

 

Cupples motioned, seconded by Kingsley, to approve the minutes from the regular council meeting held on January 14, 2019.  Roll Call: Yes (6) Messrs: Cupples, Steiner, Talavinia, Kingsley, Sehlhorst and Stahl.  No (0), Abstain (0), motion approved. 

 

Talavinia motioned, seconded by Steiner, to approve the bills as presented.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Talavinia presented the personnel committee minutes where the Assistant Village Administrator recommended creating a new position, operator of record for wastewater collections.  This position is in response to the EPA’s compliance regulations.  Kingsley motioned to enact the job description of Operator of Record for Wastewater Collections, seconded by Cupples.   Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved.  Kingsley motioned, upon recommendation from the Assistant Administrator, to add the job description, Operator of Record for Wastewater Collections to John Bower’s current job description with a raise of $0.50 per hour, seconded by Cupples.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Steiner presented the finance committee minutes where the appropriations were discussed.  Steiner motioned to add Ordinance 2-19 to the agenda, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

The fiscal officer gave the following readings:

 

1st Reading

R-03-19 – A resolution to make known the Village of Bluffton Ohio’s intent to provide municipal services regarding the annexation of a parcel of property owned by Bluffton University into the Village of Bluffton and other matters and declaring an emergency.  Sehlhorst motioned to suspend the rules, seconded by Cupples.  Roll Call: Yes (5) Messrs: Cupples, Kingsley, Sehlhorst, Stahl and Steiner.  No (0), Abstain (1) Talavinia, motion approved.  Steiner motioned to adopt the resolution, seconded by Sehlhorst.  Roll Call: Yes (4) Messrs: Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (2) Kingsley, Talavinia, motion approved. 

 

O-02-19 – An ordinance approving the annual appropriations for the 2019 fiscal year for the Village of Bluffton, Ohio.  Steiner motioned to approve the reading, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Kingsley motioned to add Ordinance 01-19 to the agenda, seconded by Sehlhorst.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

O-01-19 – An ordinance amending the income tax ordinance of the Village of Bluffton, Ohio, to require landlords of rental or leased properties within the Village to report the names of their tenants over the age of 18 to the Village on an annual basis and declaring an emergency.  Talavinia motioned to suspend the rules, seconded by Cupples.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved.  Kingsley motioned to adopt the ordinance, seconded by Cupples.    Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Jesse Blackburn, Administrator, discussed the 2019 Airport plans that include Richland Engineering to contract the engineering of a taxi way costing $76,000.00 which will be mostly funded by an FAA grant.  Talavinia motioned to approve the administrator to enter into a contract with Richland Engineering for the taxi way construction, seconded by Stahl.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Sehlhorst motioned to approve the Main Street shutdown for the Festival of Wheels which will take place on June 14, 2019, seconded by Kingsley.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Talavinia, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

Cupples motioned to adjourn the regular council meeting, seconded by Kingsley.
