Regular meeting October 8, 2018 at 7:00pm.

Mayor Johnson presiding. Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia present. 

 

Kingsley motioned, seconded by Cupples, to approve the minutes from the regular council meeting held on September 24, 2018.  Roll Call: Yes (5) Messrs: Steiner, Kingsley, Cupples, Sehlhorst and Stahl.  No (0), Abstain (0), motion approved. 

 

Steiner motioned, seconded by Stahl, to approve the bills as presented.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

 

The fiscal officer gave the following readings:

3rd Reading:

R-11-18 - A resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.  Kingsley motioned to adopt the resolution, seconded by Cupples.    Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

1st Reading:

R-14-18 – A resolution authorizing the Village Administrator to enter into an agreement with the Johnny Appleseed Metropolitan Park District for the purpose of making application and accepting funds from the 2019 Cooperative Park Improvement Program.  Sehlhorst motioned to approve the reading, seconded by Stahl.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

R-15-18 – A resolution of Necessity of the West Elm Street Improvement Project and declaring an emergency.  Sehlhorst motioned to suspend the rules and declare an emergency, seconded by Cupples.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved.  Sehlhorst motioned to amend the interest rate from 4% to 2%, seconded by Kingsley.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

Sehlhorst motioned to adopt the resolution, seconded by Cupples.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

R-16-18 – A resolution to make known the Village of Bluffton Ohio’s intent to provide municipal services regarding the annexation of a parcel of property owned by Josh Brown into the Village of Bluffton and other matters and declaring an emergency.  Kingsley motioned to suspend the rules and declare an emergency, seconded by Steiner.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved.  Stahl motioned to adopt the Resolution, seconded by Cupples.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl and Steiner.  No (0), Abstain (0), motion approved. 

R-17-18 – A resolution to make known the Village of Bluffton Ohio’s intent to provide municipal services regarding the annexation of a parcel of property owned by Bluffton University into the Village of Bluffton and other matters and declaring an emergency.  Sehlhorst motioned to suspend the rules and declare an emergency, seconded by Cupples.  Roll Call: Yes (6) Messrs: Steiner, Kingsley, Cupples, Sehlhorst, Stahl, and Talavinia.  No (0), Abstain (0), motion approved.  Sehlhorst motioned to adopt the resolution, seconded by Cupples.  Roll Call: Yes (4) Messrs: Steiner, Cupples, Sehlhorst and Stahl.  No (0), Abstain (2) Messrs: Kingsley and Talavinia, motion approved. 

R-18-18 – A resolution authorizing the Village Tax Administrator to enter into an agreement with the Ohio Attorney General for the collection of delinquent income taxes.  Steiner motioned to approve the reading of the resolution, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Steiner, Kingsley, Cupples, Sehlhorst, Stahl, and Talavinia.  No (0), Abstain (0), motion approved.

R-19-18 – A resolultion to accept the rate charged by the Village of Ottawa Ohio to the Village of Bluffton Ohio for bulk water beginning January 1, 2019.  Cupples motioned to approve the reading of the resolution, seconded by Kingsley.  Roll Call: Yes (6) Messrs: Steiner, Kingsley, Cupples, Sehlhorst, Stahl, and Talavinia.  No (0), Abstain (0), motion approved.

 

Cupples motioned to advertise for the Village solicitor, seconded by Kingsley.  Roll Call: Yes (6) Messrs: Steiner, Kingsley, Cupples, Sehlhorst, Stahl, and Talavinia.  No (0), Abstain (0), motion approved.

 

Talavinia motioned to move into executive session for contracts and to include council members, village administrator, assistant administrator, solicitor and Mayor, seconded by Stahl.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Council entered executive session at 8:15pm.  Cupples motioned to adjourn executive session.

Steiner motioned to adjourn the regular council meeting, seconded by Talavinia.
