Regular meeting September 10, 2018 at 7:00pm.

Mayor Johnson presiding. Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia present. 

 

Cupples motioned, seconded by Kingsley, to approve the minutes from the regular council meeting held on August 27, 2018.  Roll Call: Yes (5) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, and Talavinia.  No (0), Abstain (1) Steiner, motion approved. 

 

Talavinia motioned, seconded by Steiner, to approve the bills as presented.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Cupples presented the utility committee minutes.  The utility committee recommended residential landlords be responsible for those property utility bills and that the bills should be listed in the property owner’s name.  Cupples motioned to list residential properties’ utility bills under the owner’s name, seconded by Steiner.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

The fiscal officer gave the following readings:

1st Reading:

R-11-18 - A resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor.  Steiner motioned to adopt the resolution, seconded by Kingsley.    Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

R-12-18 - AResolutionauthorizingtheVillageAdministratortoadvertiseforbidsforthe2018Manhole Rehabilitation Project and declaring anemergency.  Talavinia motioned to suspend the rules and declare an emergency, seconded by Kingsley.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved.  Cupples motioned to adopt the resolution, seconded by Steiner.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved.

 

The pathway board minutes were presented and the board recommended approving the addition of Jane Wood to the board.  Sehlhorst motioned to approve the addition of Jane Wood to the pathway board, seconded by Stahl.    Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

The Mayor presented a special events form for Homecoming on September 28, 2018.  It was requested that Main St. be closed for the homecoming parade.  Kingsley motioned to approve the closure of Main St. on September 28, 2018 from 5pm-7pm, seconded by Sehlhorst.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Kingsley motioned to move into executive session for personnel and utility contract and to include council members, village administrator, assistant administrator, solicitor and Mayor, seconded by Steiner.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Upon returning to regular session Kingsley motioned as of September 10, 2018 to hire Phil Zimmerly full-time at $16.00 per hour, with two personal days and ½ of the year’s clothing allowance, seconded by Cupples.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Kingsley motioned as of September 10, 2018 to remove the position of Street Supervisor Position at $2.00 per hour and to be replaced with the position of Water Plant Supervisor at $1.00 per hour, seconded by Talavinia.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Sehlhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

 

Cupples motioned to adjourn the regular council meeting.
