Regular meeting June 25, 2018 at 7:00pm.

Mayor Johnson presiding. Messrs: Kingsley, Cupples, Selhorst, Stahl, Steiner and Talavinia present. 

Kingsley motioned, seconded by Stahl, to approve the minutes from the regular council meeting held on June 25, 2018.  Roll Call: Yes (6) Messrs: Kingsley, Cupples, Selhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0), motion approved. 

Talavinia motioned, seconded by Steiner, to approve the bills as presented.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

Cupples presented the minutes from the Insurance Committee meeting.  It included the renewal for property insurance and making sure everything is up to date with the policy.  Cupples motioned to approve the renewal rates, which are guaranteed for three years, seconded by Steiner. 

Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Cupples motioned to approve the renewal of the safety service policy, seconded by Steiner.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Cupples motioned to approve the insurance fidelity bonding of Laura Ewing and Angie Essinger, seconded by Steiner.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

Stahl presented the minutes from the Parks Committee meeting.  The Buckeye Park restroom is now ready for the bidding phase of the project to begin.  Kingsley motioned to proceed with the Buckey Park restroom project bidding, seconded by Stahl.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

Selhorst presented the minutes from the Street Committee meeting.  The meeting focused on truck traffic and the sidewalk ordinance.  Selhorst motioned to post “No Thru Trucks” signs at Lake St/Main St, Lake St/County Line Rd and “No Thru Traffic” beside the Mustard Seed Chop property, seconded by Cupples.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

The fiscal officer gave the following readings:

1st Reading:

Resolution No. 07-18 – A resolution authorizing the advertisement for public bid the West Elm Street Improvements Project and declaring an emergency.  Selhorst motioned to suspend the rules, seconded by Talavinia.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Selhorst motioned to adopt the resolution, seconded by Kingsley.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

Ordinance No. 08-18 – An ordinance establishing that sidewalks be constructed and maintained in all residential areas of the Village of Bluffton, Ohio, repealing all other ordinances and amendments to the same including, but not limited to ordinance 03-14 and 07-14.  Cupples motioned to approve the first reading of the ordinance, seconded by Selhorst.  Roll call: Yes (5) Messrs: Kingsley, Stahl, Cupples, Selhorst and Talavinia.  No (1) Steiner, Abstain (0) motion approved. 

Selhorst discussed the Bluffton Chamber of Commerce request of $5,000.00.  He explained that the money had been tagged for the Chamber in appropriations and suggested that the funds be spent on long term expenses such as the “Explore Bluffton” pamphlets.  Selhorst motioned to approve giving the Bluffton Chamber of Commerce $5,000.00, seconded by Stahl.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

Kingsley motioned to hold an executive session for personnel issues, seconded by Selhorst.  Roll call: Yes (6) Messrs: Kingsley, Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Entered into executive session at 8:38pm.  Cupples motioned to adjourn the executive session.

Cupples motioned to adjourn the regular session council meeting, seconded by Kingsley.
