Regular meeting May 14, 2018 at 7:00pm.

 

Mayor Johnson presiding. Messrs: Cupples, Kingsley, Selhorst, Stahl, Steiner and Talavinia present. 

 

Selhorst motioned, seconded by Cupples, to approve the minutes from the regular council meeting held on April 23, 2018.  Roll Call: Yes (6) Messrs: Cupples, Kingsley, Selhorst, Stahl, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

 

Talavinia motioned, seconded by Kingsley, to approve the bills as presented.  Total of $347,972.38.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

 

The fiscal officer gave the following readings:

3rd Reading:

Ordinance No. 6-18 – An Ordinance to Vacate an Alley as requested by Bluffton Exempted Village School District.  Selhorst motioned, seconded by Steiner to adopt the ordinance.  Roll call: Yes (5) Messrs: Stahl, Cupples, Selhorst, Steiner and Talavinia.  No (0), Abstain (1) Kingsley, motion approved. 

 

1st Reading:

Resolution No. 3-18 – A resolution establishing positions and wages for swimming pool staff, rates for 2018 pool memberships, and positions effective May 11, 2018 and declaring an emergency.  Stahl motioned, seconded by Kingsley, to suspend the rules and declare an emergency.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Cupples motioned, seconded by Talavinia, to adopt the resolution.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

 

Resolution No. 4-18 – A resolution making certain transfers.  Kingsley motioned, seconded by Stahl, to approve the first reading.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

 

Resolution No. 5-18 – A resolution authorizing the submission of a fiscal year 2019 Ohio Airport Grant Application and declaring an emergency.  Selhorst motioned, seconded by Steiner, to suspend the rules and declare an emergency.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Kingsley motioned, seconded by Cupples, to adopt the resolution.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved. 

 

Jesse Blackburn requested permission to use $55,000.00 of Permissive Motor Vehicle Tax for paving Bentley Rd.  Steiner motioned, seconded by Selhorst, to approve using $55,000.00 of the Permissive Tax Use.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  He also requested permission to purchase a new backhoe that was previously discussed in budgeting meetings.  Steiner motioned, seconded by Talavinia, to trade in the old backhoe and purchase a new backhoe not to exceed $60,000.00.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Blackburn presented the list of lifeguards that he recommended hiring for the 2018 pool season.  Kingsley motioned, seconded by Stahl, to hire the lifeguards for the 2018 season.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Blackburn recommended hiring Martin Benroth as a seasonal employee, effective May 15, 2018, to help fill in when other employees are unavailable for work and during busy times.  Steiner motioned, seconded by Selhorst, to hire Martin Benroth as a seasonal employee.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved

 

Kinglsey motioned, seconded by Talavinia, to hold an executive session for personnel and to include Council, Mayor, Solicitor and Jesse Blackburn.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.  Moved into executive session at 8:37pm.  Selhorst motioned to adjourn the executive session and return to regular session at 9:05pm. 

 

A motion was made by Kingsley, seconded by Talavinia, to hire Jesse Blackburn as village administrator at a salary of $60,500, with a continuation of his three weeks of accumulated vacation and other benefits that are assumed by that position and to be reviewed at the end of the year.  Roll call: Yes (6) Messrs: Stahl, Cupples, Kingsley, Selhorst, Steiner and Talavinia.  No (0), Abstain (0) motion approved.

 

Cupples motioned to adjourn the regular session council meeting at 9:08pm.
